A Brexit deal has been agreed in principle with the EU. However, both the UK and the EU need to approve and sign the withdrawal agreement, meaning the UK could still leave with no deal if consensus is not reached. As such, to ensure a smooth and orderly transition, HMRC are continuing to pursue stringent no-deal planning.
In collaboration with a group of established freight agents, HMRC comprehensively tested the end-to-end activity of inputting declaration data into the CHIEF test system, configured to a Day One No Deal format. HMRC robustly tested:
- RoRo changes in CHIEF
- Instructions associated with using CHIEF for RoRo on Day One
- Assumptions on case working times
The freight agent trial was successful – the CHIEF Day One configuration was correct, and associated guidance proved to be robust and accurate. However, minor software issues affecting CHIEF connectivity were identified.
While these technical issues were small and easily resolved, it highlighted that some users may encounter challenges configuring CHIEF no-deal software. In a no-deal scenario, you may need to make minor adjustments to your software, should connectivity issues be experienced. Again, this is for awareness only and is unlikely to affect most users.
