HMRC were implementing a suspension of pre-lodged duty-suspended movements from the UK to EU Member States on the Excise Movement & Control System (EMCS)
in advance of the UK’s potential exit from the EU on 31 October 2019.
The EU and the UK Government have now agreed to extend the Article 50 date, setting out when the UK will formally leave the EU, to as long as necessary but no later than 31 January 2020.
Accordingly, the functionality that allows the pre-lodgement of UK to EU movements on EMCS with a dispatch date after 31 October will be re-instated. These changes will be finalised on 29 October. This means movements of excise goods can continue to be lodged on EMCS up to 7 days in advance, as they were prior to 24 October 2019. If your customer attempted to lodge an advance movement with a dispatch date after 31 October that was subsequently rejected, please encourage them to resubmit their entry.
